Job description

We are looking for a highly professional and skilled Adequacy & Market Modelling Specialist, passionate about the European electricity market and the energy transition. The Adequacy Specialist works full time at the ENTSO-E Secretariat in Brussels in the System Development section, reporting directly to the Adequacy Manager.

The Adequacy team oversees preparation of adequacy assessments, covering time frames from several months ahead (Seasonal Outlooks) to several years ahead (European Resource Adequacy Assessment-ERAA).The Adequacy activities strongly interface with several projects in the System Development section, such as Scenario Building and Ten Year Network Development Plan (TYNDP), and have substantial exposure to stakeholders, ACER, Member States and the European Commission.

In this role, you will contribute to the consistency between deliverables through the sharing of good practices and data transfer. This includes handling complex and agile workstreams, suggesting simplifications and other approaches to be used by downstream projects.

Limited travelling of 2 to 4 times per year (around 2 days each) may be required.

Your responsibilities

You will contribute to the Association work mainly in the areas of European Resource Adequacy Assessment (ERAA). Responsibilities may be subject to change depending on the evolution of priorities and projects. Key tasks and responsibilities will include:

Ensure a state-of-the-art Pan-European probabilistic market modelling and proactively contributing to its improvements, amongst other through automation of input / output processes.
Contribute to ensuring timely delivery and quality of the products, involving members and external resources. Support communication and coordination with the study team(s) and other internal ENTSO-E groups concerned by the allocated tasks.
Support the results analyses and their dissemination in a clear and concise ways.
Interact with European Stakeholders, e.g., ACER and the European Commission, as required.
Define and document models and proactively specifying needs for interfacing the models to support Data & Models in collecting high-quality data. Contribute to innovations for further improving robustness of models. Proactively look for opportunities to improve the quality of models and enhance processes.

Your profile

We are looking for someone with the following skills and abilities:

University degree, preferably in energy systems; Knowledge in economics is a plus.
3 -5 years of work experience with good knowledge of the energy sector. Good understanding of European energy landscape from a technical, regulatory, policy and market perspective.
Working knowledge of simulation and/or optimization software tools, (e.g., Plexos, BID, GAMS), ideally applied to electricity market modelling simulations. General knowledge in electric network modelling could be a plus.
Experience in management and analysis of complex datasets using such software tools as MS Excel, Python, R, or similar.
Team player with ability to self-prioritise and adapt to new priorities.
Fast learner and able to adapt easily to a continuously changing work environment. Eager to take coordination initiative and facilitate consensus.
Excellent writing and oral communication skills in English
Ability to work independently and in team setting with competing deadlines.

The successful candidate will work at ENTSO-E Secretariat in Brussels. In this role you will work for the Market & Operations section, reporting directly to the Market Integration Manager. Our dynamic team is currently comprised of 5 skilled internal and external staff and is looking for a new team member who is an expert on capacity calculation and flow based methodology. In this role, you will play an important role in the implementation of the Capacity Allocation and Congestion Management (CACM) and Forward Capacity Allocation (FCA) guidelines. You will support and provide expertise to working groups and project teams under the Market Committee of ENTSO-E and to the Capacity Calculation Regions (CCR) using the flow-based methodologies for capacity calculation.

Thanks to your technical expertise, communication and service-oriented mindset, you will help facilitating the cooperation between TSO experts in capacity calculation, manage the interactions with the relevant internal ENTSO-E teams, report and contribute actively to high-level meetings and foster a constructive collaboration with a wide array of European stakeholders.

Your responsibilities

The implementation planning and coordination of the CACM and FCA Guidelines, especially for Europe-wide and certain regional implementation of requirements in the market guidelines;
Coordinate and support the Capacity Calculation Regions (CCR) in their implementation of the requirements in the market guidelines, in particular those related to flow-based capacity calculation;
Monitor and report on pan-European and regional implementation projects where ENTSO-E has an observer role;
Interact with European regulators and their agency ACER, with the European Commission, and other stakeholders, including providing information about market and implementation of requirements in the market guidelines;
Contribute to the preparation of the Market Committee meetings, in cooperation with the other staff of the Market & Operations section, (e.g., preparing agendas, session files, presentations, decisions and draft minutes);

Your profile

Post-graduate degree in information technology, economics, electrical engineering or a related field
At least 5 years relevant work experience, preferably in the TSO business
Proven expertise in the energy sector preferably in European electricity market integration issues, e.g., market design, integration of financial and physical power markets, transparency, congestion management, balancing mechanisms, renewable energy integration.
Knowledge on flow-based capacity calculation will be highly considered.
Exceptional communication skills for effective collaboration within the Secretariat, supporting committee members, building consensus, and clearly conveying the TSOs' work and positions to the Commission, regulators, stakeholders, politicians, and the public.

In this role, you will cooperate with ICT network experts, application owners, project managers or business contacts from our member TSOs all around Europe. With your background in Communication Networks, you will provide essential support to ICT colleagues or business partners. You will also support colleagues or business partners without an IT background to understand topics related to the Communication Networks using non-technical language. Therefore, strong communication skills enhanced with diplomatic essence and the ability to adapt your style to different audiences is of high importance for this role.

The role of the Communication Networks (CN) Specialist is not a hands-on role and is suitable for people with adequate technical experience who are looking to transition into, or already working in, a project / network coordinator or network service delivery role without direct technical involvement.

You will have the opportunity to work in a hybrid model, allowing for a blend of remote and in-office work to support a good work-life balance. Travels to participate in meetings or workshops of 1-2 days per month may be required.

Your responsibilities

You will contribute to the Association work mainly in the areas of Communication Networks and especially the Pan-European Physical Communication Network (PCN) that connects most of the ENTSO-E’s members. Responsibilities may be subject to change depending on the evolution of priorities and projects. The following responsibilities and tasks are foreseen:

Coordinate the resolution of complex technical issues and follows up until resolution is confirmed.
Coordinate internal and external network engineers to ensure that delivered solution meets requirements, specifications, timelines and business expectations.
Collaborate with applications’, business and IT communication network experts’ teams within ENTSO-E or TSOs to discuss, understand and clarify requirements and develop implementation plan for the onboarding of a new service or amendments on the already existing services.
Organise and coordinate the onboarding process of new services on the network starting from the requirements collection to the new services activation and hand over to operations.
Produce and maintain up to date any technical and non-technical network related documentation such us procedures, guidelines, design documents and any as built documentation is required to progress the activities in his/her area of responsibility.
Contribute to the preparation of procurement related documentation.
Organize feedback collection from all entities participating in the network and analyses/summarizes the received feedback as appropriate.
Participate in the regular weekly calls representing ENTSO-E CN team and provide updates on the activities in his/her responsibility.
Contribute to planning activities and provide expertise opinion to projects or solutions related to the communication networks.
Contribute to the reporting related to the network activities and projects requested by different ENTSO-E bodies and groups.

Your profile

University degree in information technology is expected.
Experience in the ICT networks/infrastructure area and/or experience working closely with telecom Service Providers troubleshooting issues on international links provided by multiple service providers.

General position description

The successful candidate will support the Legal Section of the ENTSO-E Secretariat in Brussels, comprising about 9 permanent staff (Legal Managers and Legal Advisors), led by ENTSO-E Head of Legal Section.

He or she will support the Legal Section, working also with staff of the other Sections, as well as the Legal and Regulatory Group’s (LRG) members. The LRG comprises lawyers from the TSOs members and its main objective to ensure high legal and regulatory quality and consistency in all ENTSO-E activities.

Specific responsibilities and tasks

The successful applicant is expected to:

provide support to the Legal Managers and Legal Advisors related to the implementation, monitoring and amendment of the Network Codes and Guidelines;
provide support to the Legal Managers and Legal Advisors related to the drafting of the Network Codes and Guidelines’ terms and conditions or methodologies;
provide support to the Legal Managers and Legal Advisors related to the interpretation and implementation of the Clean Energy Package;
conduct legal research on an ad-hoc basis, providing input for legal analysis and legal memos.

The above tasks may include transversal interaction with the work of other Secretariat Sections; cooperation with the members of the LRG; project management support.

Specific responsibilities may vary over time.

Profile

The ideal candidate is someone who developed legal curiosity, innovative thinking skills and is interested in technical matters. Furthermore, you have the following:

Pursuing a university degree in Law with specialization in European Law, including preferably specialisation in Energy Law.
Previous experience in the energy sector (e.g. previous internships) and/ or demonstrated interest in energy law, would be considered an asset.

Your responsibilities

The successful applicant is expected to:

conduct legal research on an ad-hoc basis, producing legal analysis and legal memos, which include coordinating LRG members work;

Your profile

We are looking for someone with the following skills and abilities:

Your responsibilities

You will support the management of the System Development Programme working with project managers of all system development projects and with the management team. The following responsibilities are initially foreseen:

Support the Programme Management Group: work closely with project managers to anticipate needs for alignment at programme level and support the streamlining of processes. Support the System Development Programme Manager with the preparation of meetings and decisions.
Budget control: under the guidance of the Head of section develop the yearly budget proposal for the next year and act as point of contact with the Finance team until the finalization of the budget. Ensure budget monitoring and quarterly budget forecasts, oversee purchase orders for the section and monitor spending status via existing in-house tools.
Resources monitoring: ensure the regular monitoring of planned, committed and active resources (FTE) provided by TSOs to projects within the system development programme. Guide project managers to ensure the data is collected in a consistent way and flag resources gaps. Be the point of contact for system development for ENTSO-E’s annual work programme process.
Contracts and procurement: ensure thorough and consistent planning of upcoming procurement processes. Guide project managers and team members to ensure processes and rules for procurement and contracts are followed thoroughly.
Knowledge management: you are the owner of the Programme’s knowledge management library. Oversee the development of projects documentation by project managers and teams with a view to ensuring consistency and availability of updated information.
Risk management: support project managers and team managers in tracking known risks for their projects.
Be the reference for good practices for project management, ‘leading by example’. Provide project management guidance to project managers, propose tools and solutions.
