The team is specifically focusing on legal mandates related to the different Network Codes, European regulations, and other agreements which delegate tasks to ENTSO-E and TSOs. The AWP team maintains a project management office function to monitor the implementation of the deliverables and to report strategically relevant topics within the association.
Occasional travels may be required to support teams at events/meetings organised outside of Brussels.

The Annual Work Programme Specialist is part of the AWP team and reports to the Annual Work Programme Manager and the Head of Section within ENTSO-E. We are looking for a highly professional and skilled Energy Adequacy & Market Modelling Specialist. Are you willing to contribute to the energy transition in Europe, by implementing the European resource adequacy assessment looking at the coming decade? If yes, ENTSO-E is the right place for you.
You will work in the ENTSO-E Secretariat in Brussels in the System Development section, reporting directly to the Adequacy Manager.The Adequacy team is comprised of 10 staff members and is embedded in the System Development section covering about 30 people.
The Adequacy team oversees preparation of adequacy assessments, covering time frames from several months ahead (Seasonal Outlooks) to several years ahead (European Resource Adequacy Assessment-ERAA). The Electricity Market Regulation brought new requirements to future ERAAs. This includes among others an Economic Viability Assessment (EVA) of assets exiting or entering the European power system. This additional analysis is a key tool to understand adequacy assessments under specific scenarios and inform policy makers on market forces and possible investment gaps to be addressed. After a first ERAA pilot delivered in November 2021, the ERAA further ramps up towards a full methodology implementation in coming years.
The Resource Adequacy activities strongly interface with several projects in the system development department, such as the Scenario Building and TYNDP, and have substantial exposure to stakeholders, ACER and the EC. The specialist will contribute to the consistency between deliverables through the sharing of good practices and data transfer. This includes handling complex and agile workstreams, suggesting simplifications and other approaches to be used by downstream projects.

Responsibilities and tasks
The responsibilities are set by the Adequacy team Manager and Head of Section and may be subject to change. Strong interaction is expected with the section’s System Modelling team in terms of modelling competency and data management. The following responsibilities are initially foreseen:
Data and modelling
• Contribute to data handling, preparation and maintenance of the datasets;
• Support the enhancement of market models in close coordination with the System Modelling team, which is in charge of the databases and data collection;
• Initial testing of part of the tool chain following data or methodology updates
• Propose innovative methodologies and solutions for increasing the efficiency of modelling and data processing methods;
• Apply your modelling expertise to use and further improve the Pan-European electricity market models of ENTSO-E;
• Analyse and interpret the results obtained and disseminate them in clear and concise presentations and reports. Ensure appropriate quality of products and harmonization of messages with ENTSO-E strategy.
Project work and coordination
• Support ENTSO-E by ensuring timely delivery and quality of work products and policies, as well as follow-through and implementation involving members and external resources.
• Contribute to the Market Study Team consisting of TSOs and ENTSO-E’s experts and modellers;
• Coordinate internal communications and meetings;
• Interact with European Stakeholders, e.g., ACER and the European Commission, as required.
Profile
• University degree, preferably in power engineering, applied mathematics/physics or similar. Knowledge in economics would be a plus.
• At least 3 years of experience in the energy sector. Experience in a European Association or organisation, or TSO is an added value.
• Modelling experience, ideally applied to electricity market and/or power systems using software from commercial packages or opensource platforms.
• Good understanding of mathematical optimisation methods and applications on power systems is considered a plus.
• Strong data analytical skills for big data processing, automations and quality checks, using tools/languages such as Python, R, VBA, SQL or similar.
• Excellent attention to detail with a focus on ensuring tasks are completed to high quality standards. Able to convey this work ethic to study teams, direct colleagues and member TSOs who contribute to the data processes.
• Team player with ability to be resourceful and supportive of others when necessary and adapt to new priorities being set by the team. Eager to take coordination initiative and facilitate consensus.

Economic Viability Assessment in ERAA
The European Resource Adequacy Assessment (ERAA) investigates whether the electricity system has sufficient resources to meet demand in the coming decade. It is built upon models and analyses on possible events which can adversely impact the balance between supply and demand of electric power. The Economic Viability Assessment (EVA) is one of the key steps within ERAA, consisting of assessing the viability of the generating units in the system. An internship position is available on the support of EVA within a dedicated taskforce for methodological developments. The student would join the expert meetings and be involved in result analysis and market modelling.

Flow Based implementation in ERAA
In an interconnected power system such as the European system, the scope of an adequacy study should be extended by considering the supply and demand balance under a defined network infrastructure, which can have a considerable impact on adequacy results. Two methods are used to model the network in the European Resource Adequacy Assessment: Net Transfer Capacities and Flow-based Market Coupling. The former is a simplified representation of the grid, which imposes an upper constraint on the power exchanges between two bidding zones. Flow-based modelling on the other hand offers a better way to model interconnections, providing an enhanced representation of physical constraints of the grid. Preparing FB domains requires technical knowledge on both network and market modelling. Network modelling relates to physical flows in the lines, while market considers aggregated exchanges between bidding zones.

We are looking for a highly professional and skilled Market Monitoring Advisor, passionate about the European electricity market and the energy transition. The successful candidate will contribute to the Association work mainly in the areas of monitoring the network code (CACM, FCA, EB) and the implementation of the clean energy package implementation. Most aspects of the work products and policies involve interaction with the ENTSO-E Market Committee and related working groups, with regular coordination with other ENTSO-E Committees, working groups and Secretariat’s departments, especially System Operations and System Development.
Occasional travels may be required to support teams at events/meetings organised outside of Brussels.

Join the dynamic team at ENTSO-E and contribute to pioneering project within the System Development section. As a Multi-Energy Scenario Specialist, you will work alongside the Scenarios Project Manager, reporting to the Long-Term Planning manager. The Long-Term Planning team is comprised of 6 staff members and is embedded in the System Development section covering about 30 people.
The Long-term planning team focuses on the ENTSO-E legal mandates related to the Ten-Year Network Development Plan (TYNDP), which includes scenario building, system studies, project CBAs, offshore planning and multi-sector modelling. The Multi- Energy Scenario Building Specialist will support the scenario development in particular.
You will play a key role in the technical and analytical aspects of multi-energy scenario development. You will ensure the technical coordination, support modelling experts and the efficient functioning of the toolchain, working closely with the Scenarios Project Manager, who will oversee and guide the strategic direction of the project.
In this role, you will develop a deep understanding of scenario modelling tool chains used across the sector. Therefore, we are looking for someone with experience in, or who is able to quickly learn, open-source tools, custom in-house tools and commercial tools for expansion modelling and production dispatch modelling (such as Plexos, Antares, BID, other).

You will lead the development of an ambitious Transmission System Operator and Distribution System Operator (TSO-DSO) cooperation programme in close coordination with the RDI Strategy and Stakeholder Manager. You will build and maintain a good relationship with the EU DSO Entity and relevant stakeholders for the topics under your responsibility.
