Job description

We are looking for a highly professional and skilled (Junior) Service Delivery Specialist, passionate about the European electricity market and the energy transition. You will work in the ENTSO-E Secretariat in Brussels in the ICT section, reporting directly to the Communication Networks (CN) Manager.

In this role, you will cooperate with ICT network experts, application owners, project managers or business contacts from our member TSOs all around Europe. With your background in Communication Networks, you will provide essential support to ICT colleagues or business partners. You will also support colleagues or business partners without an IT background to understand topics related to the Communication Networks using non-technical language.

Therefore, strong communication skills enhanced with diplomatic essence and the ability to adapt your style to different audiences is of high importance for this role.

The role of the (Junior) Service Delivery Specialist is not a hands-on role and is suitable for people with adequate technical experience who are looking to transition into, or already working in, a project / network coordinator or network service delivery role without direct technical involvement.

You will have the opportunity to work in a hybrid model, allowing for a blend of remote and in-office work to support a good work-life balance.

Travels to participate in meetings or workshops of 1-2 days per month may be required.

Your responsibilities

You will contribute to the Association work mainly in the areas of Communication Networks and especially the Pan-European Physical Communication Network (PCN) that connects most of the ENTSO-E’s members. Responsibilities may be subject to change depending on the evolution of priorities and projects. The following responsibilities and tasks are foreseen:

Coordinate the resolution of technical issues and follows up until resolution is confirmed.
Coordinate internal and external network engineers to ensure that delivered solution meets requirements, specifications, timelines and business expectations.
Collaborate with applications’, business and IT communication network experts’ teams within ENTSO-E or TSOs to discuss, understand and clarify requirements and develop implementation plan for the onboarding of a new service or amendments on the already existing services.
Organise and coordinate the onboarding process of new services on the network starting from the requirements collection to the new services activation and hand over to operations.
Produce and maintain up to date any technical and non-technical network related documentation such us procedures, guidelines, design documents and any as built documentation is required to progress the activities in his/her area of responsibility.
Contribute to the preparation of procurement related documentation.
Organize feedback collection from all entities participating in the network and analyses/summarizes the received feedback as appropriate.
Participate in the regular weekly calls representing ENTSO-E CN team and provide updates on the activities in his/her responsibility.
Contribute to planning activities and provide expertise opinion to projects or solutions related to the communication networks.
Contribute to the reporting related to the network activities and projects requested by different ENTSO-E bodies and groups.
Report and work closely with the ENTSO-E’s Communication Networks Services Manager to ensure alignment on the ongoing activities.

Your profile

We are looking for someone with the following skills and abilities:

University degree in information technology is expected.
Experience in the ICT networks/infrastructure area
Any Cisco certification is a plus.
Good understanding of IT Service Management processes (incident, change management, etc.)
Experience in working with local and remote teams.
Excellent writing and oral communication skills in English with ability to deal with large groups of stakeholders, actively listen, negotiate, influence, resolve conflicts, build trust and consensus.
Motivation and ability to work in a dynamic and multi-cultural environment.
Committed with ability to work across multiple projects and against tight deadlines.

We are looking for a Energy Market Specialist who is passionate about the European electricity market. Are you an expert in capacity calculation and flow-based methodology? Your profile

Post-graduate degree in information technology, economics, electrical engineering or a related field
At least 5 years relevant work experience, preferably in the TSO business
Proven expertise in the energy sector preferably in European electricity market integration issues, e.g., market design, integration of financial and physical power markets, transparency, congestion management, balancing mechanisms, renewable energy integration.
Knowledge on flow-based capacity calculation will be highly considered.
Expertise in mathamatical optimisation is considered an asset.

The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully integrating large volumes of renewable energy into the system. The candidate we are seeking will contribute to ENTSO-E work both in legally mandated tasks and policy-related work related to European electricity markets.

General position description

The common Grid Model Business process requires a significant data exchange amongst all ENTSO-E members. The IT data exchange system is called the Operational Planning Data Exchange Platform [OPDE] and is fully in scope of the deliveries of the Common Grid Model Programme.

The successful candidate will have the opportunity to work in a hybrid model, allowing for a blend of remote and in-office work to support a good work-life balance. S/he will work within the OPDE Service Delivery team. S/he will be managing all security related activities for the software development and service coordination in scope of the OPDE. This role will expand in the future into further business areas with a long-term security impact beyond OPDE.

As owner of the OPDE, ENTSO-E is in charge of the software design, development and delivery as well as the overall coordination of the operation of the OPDE services. All parties involved in the data exchanges, including ENTSO-E as coordinator and software provider are bound to a set of security controls to ensure the overall information security of the data and systems.

Possible International travels within Europe (e.g., 1-2 days per month) will be required to meet the community.

Responsibilities and tasks

Maintain and continuously improve the OPDE specific security policies.
Ensure security integration into the Software Development Lifecycle (SSDLC) by collaborating with product owners to implement security best practices.
Lead and follow up on non-functional security testing (code scanning, penetration testing, threat modelling) and the yearly security auditing campaign, ensuring follow-up as part of the risk management process.
Manage the OPDE related security risks in the context of ENTSO-E’s software development and coordination activities, work with product owners and software development teams on managing identified risks.
Provide security expertise to testing teams to enhance security coverage in functional test cases.
Organise and perform security trainings for the teams.
Support the OPDE architecture design activities with security related knowledge.
Act as the single point of contact for the external Application Security Centre for OPDE, while advising and coordinating its activities related to overall parties’ compliance and risk management.
Represent OPDE in security related forums on association level.
Support activities of ENTSO-E’s digital section beyond OPDE to increase organizational maturity in terms of information security.

Profile

5+ years of experience in IT and cybersecurity domains.
Degree in IT (Information Technology), OT (Operational Technology), or equivalent experience.
CISSP certification or equivalent experience required. Additional certifications such as CISM, OSCP, CEH, or equivalent are considered a strong asset. Proven experience in implementing and monitoring Information Security Management Systems (ISMS) is essential.
Strong knowledge of information security standards such as ISO 27001:2022, ISO 27002.
Technical expertise in security technologies such as cryptography, network security, intrusion detection, access control models, authentication mechanisms, and security policies (GPOs).
Experience with security monitoring tools (e.g., SIEM, IDS/IPS). Strong analytical and risk management skills, with the ability to assess and mitigate security risks.
Strong experience in security governance, risk assessments, and project coordination.
Familiarity with issue tracking and content management systems (e.g., JIRA, SharePoint, or similar tools) is beneficial.
Excellent written and verbal communication skills in English, with the ability to collaborate across technical and business teams.

The LRG comprises lawyers from the TSOs members and its main objective to ensure high legal and regulatory quality and consistency in all ENTSO-E activities.

Specific responsibilities and tasks

The successful applicant is expected to:

provide support to the Legal Managers and Legal Advisors related to the implementation, monitoring and amendment of the Network Codes and Guidelines;
provide support to the Legal Managers and Legal Advisors related to the drafting of the Network Codes and Guidelines’ terms and conditions or methodologies;
provide support to the Legal Managers and Legal Advisors related to the interpretation and implementation of the Clean Energy Package;
conduct legal research on an ad-hoc basis, providing input for legal analysis and legal memos.

The above tasks may include transversal interaction with the work of other Secretariat Sections; cooperation with the members of the LRG; project management support.

Profile

The ideal candidate is someone who developed legal curiosity, innovative thinking skills and is interested in technical matters. Furthermore, you have the following:

Pursuing a university degree in Law with specialization in European Law, including preferably specialisation in Energy Law.
Previous experience in the energy sector (e.g. previous internships) and/ or demonstrated interest in energy law, would be considered an asset.

Contribute to the organisation of meetings and discussions among PCG Members as well as follow up in order to facilitate consensus building and coordinated action on policy priorities.
Participate in the coordination of ENTSO-E’s responses to public consultations, position papers, and external communication materials on EU policy developments.
Assist the implementation of advocacy activities and stakeholder management related to strategic priorities, including liaising with other ENTSO-E sections.

We are seeking an intern to support on an exciting and impactful project to replace our current European Awareness System (EAS) with a new real-time monitoring platform for the entire European Energy System. This transition will modernize and enhance the monitoring and management of energy operations across Europe. Key objectives of the internship:

General position description

The System Development Analyst works full time in the ENTSO-E Secretariat in Brussels in the SD section, reporting directly to one of the System Development managers. There are 2 open positions in the section related to data management, one with a focus on system modelling and one on adequacy.

The System Modelling team oversees data collections for Seasonal Outlooks, European Resource Adequacy Assessment, Ten-Year Network Development Plan, and the Grid Map. The team oversees the quality and consistency of data, which plays a critical role for studies, and liaise with TSOs to gather the data. This includes managing tools and platforms defining how data are collected to provide the required models and supporting users from a technical perspective.

The Adequacy team oversees preparation of adequacy assessments, covering time frames from several months ahead (Seasonal Outlooks) to several years ahead (European Resource Adequacy Assessment-ERAA). The team handles complex and agile workstreams, suggesting simplifications and other approaches to be used by downstream projects.

All activities of these 2 teams strongly interface with each other through the projects of the System Development section.

The role is based in ENTSO-E’s office in Brussels. Travelling limited to 2-5 times per year (approximately 2 days each) may be required.

Responsibilities

The System Modelling / Adequacy Analysts contribute to the Association work mainly by supporting studies, some with a stronger focus on data collection and preparation, others on the studies themselves to support the development and the implementation of new methodologies, i.e. the modelling of various aspects in the market/grid long-term simulations.

As Analyst, s×he can expect guidance from other team members to perform his/her tasks. The Analyst is expected to provide support and actively contribute to various tasks of the team. S×he can also be asked to take the lead on some specific aspects/projects. The tasks can evolve, depending on the priorities in the teams and in the section.

Key tasks and responsibilities can include:

• Providing technical support and key inputs to data collections or projects

• Contributing to the preparation of data collections whether by configuring the tools or improving the documentation explaining what is expected from data correspondents (TSOs)
