ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users and other stakeholders.

Job description

Join the dynamic team of ENTSO-E and actively support the energy transition by ensuring the smooth functioning of ENTSO-E’s System Development Programme, which includes major projects for the EU’s switch to net zero. These projects are the TYNDP, the ERAA, the Seasonal Outlook reports and projects related to data collections, model-building and tool development. You will be part of the System Development Programme team, reporting directly to the System Development Programme Manager. The team includes 4 staff members and is part of the System Development section (about 30 staff members).
The role involves close collaboration with project managers of the TYNDP, ERAA, Seasonal Outlook Reports and data & models’ teams, and with colleagues in the finance, procurement and legal sections. It also involves interactions with staff from ENTSO-E’s member TSOs, in particular members of the Programme Management Group.
The successful candidate will work in the ENTSO-E Secretariat in Brussels and will be required to be based in Belgium. You will have the opportunity to work in a hybrid model, allowing for a blend of remote and in-office work to support a good work-life balance. Limited travelling may be required.
Your responsibilities
You will support the management of the System Development Programme working with project managers of all system development projects and with the management team. The following responsibilities are initially foreseen:
- Support the Programme Management Group: work closely with project managers to anticipate needs for alignment at programme level and support the streamlining of processes. Support the System Development Programme Manager with the preparation of meetings and decisions.
- Budget control: under the guidance of the Head of section develop the yearly budget proposal for the next year and act as point of contact with the Finance team until the finalization of the budget. Ensure budget monitoring and quarterly budget forecasts, oversee purchase orders for the section and monitor spending status via existing in-house tools.
- Resources monitoring: ensure the regular monitoring of planned, committed and active resources (FTE) provided by TSOs to projects within the system development programme. Guide project managers to ensure the data is collected in a consistent way and flag resources gaps. Be the point of contact for system development for ENTSO-E’s annual work programme process.
- Contracts and procurement: ensure thorough and consistent planning of upcoming procurement processes. Guide project managers and team members to ensure processes and rules for procurement and contracts are followed thoroughly.
- Knowledge management: you are the owner of the Programme’s knowledge management library. Oversee the development of projects documentation by project managers and teams with a view to ensuring consistency and availability of updated information.
- Risk management: support project managers and team managers in tracking known risks for their projects.
- Be the reference for good practices for project management, ‘leading by example’. Provide project management guidance to project managers, propose tools and solutions.
Your profile
We are looking for someone with the following skills and abilities:
- University degree in engineering, economics, law or business administration with 2-4 years’ experience in project and/or programme management or business process analysis.
- Strong organisation and coordination skills working across multiple groups and disciplines.
- Experience working with complex projects with many interdependencies.
- Experience with budget control and forecast.
- Good organisation and planning skills.
- Change management expertise.
- Strong analytical skills and structured problem solving.
- Excellent verbal/written communication skills, with ability to build consensus. The working language of the association is English.
- Proactive and flexible with a service-oriented attitude, in line with ENTSO-E values.
- Interest to work within a multinational and multicultural professional environment and to contribute to the European energy transition.
The following elements will be considered as a plus:
- Knowledge of Sharepoint online.
- Experience working with Microsoft PowerBi and Microsoft Project.
- Experience in TSO organisation(s) or the energy sector.
