We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. Job description
We are looking for a highly professional and skilled Junior Legal Advisor System Development, who is passionate about the European Power System and the Energy Market. The Junior Legal Advisor System Development will join our Graduate Program, which provides for enhanced training and opportunities to experience working in Secretariat Sections, and with international exposure. The Junior Legal Advisor System Development will take part in ENTSO-E’s Graduate Program, aiming at developing the next generation of energy market thought leaders.
Your primary assignment will be in the Legal Section, where you will provide legal advice on the development of the power grid in accordance with the latest European energy law developments, such as Energy Market Design Reform. You will work on such fascinating topics as the offshore infrastructure development and the European energy system Flexibility Needs Assessment. The tasks include transversal interaction with the work of other Secretariat Sections, cooperation with the members of the LRG, project management and participation in meetings with the European Commission and ACER.
The role is based in ENTSO-E’s office in Brussels in the Legal section, reporting directly to the System Development and Operations Manager. You will have the opportunity to work in a hybrid model, allowing for a blend of remote and in-office work to support a good work-life balance.
Travelling limited to 2-5 times per year (approximately 2 days each) may be required.
Your responsibilities
The tasks can evolve, depending on the evolution of priorities and projects. Key tasks and responsibilities will include:
- Provide legal support on the interpretation of the relevant European energy legislation and the latest legislative developments, such as Energy Market Design Reform;
- Provide legal advice on the implementation of the relevant European energy legislation, focusing on such topics as the offshore infrastructure development and the European energy system Flexibility Needs Assessment;
- Conduct legal research on an ad-hoc basis, producing legal analysis and legal memos, which include coordinating LRG members work;
- Draft contracts and complex multi-lateral agreements between three or more organizations, such as ENTSO-E’s members;
- Contribute to the preparation of the written material and providing presentation for the ENTSO-E LRG, ENTSO-E Board and ENTSO-E Assembly meetings; and
- Support the ENTSO-E System Development Committee and its project teams on other legal matters such as advising on the drafting of service providers’ contracts.
- Collaborate with teams and ENTSO-E’s members, during your rotations to support cross-functional initiatives.
Your profile
We are looking for someone with the following skills and abilities:
- University degree in Law with specialization in European Law, including preferably specialisation in Energy Law.
- You completed your studies in 2024 or are set to graduate in 2025, so no professional experience is required.
- Knowledge of European competition law and state aid rules, direct experience in competition law would be considered an asset.
- Previous relevant work experience through internships or a demonstrated interest during the studies in the above subject matters is a pre-requisite.
- Strong interest for the energy sector, particularly in TSOs or electric utility, as well as in EU institutions or EU associations.
- Excellent writing and presentation skills in English with ability to communicate effectively with colleagues and external stakeholders.
- Ability to plan and organise, to manage multiple projects and to establish priorities.
- Team player, result-oriented and able to work autonomously.
- Proactive and results-oriented attitude, positive mindset aligned with the values of ENTSO-E.
- Motivation to work within a multinational and multicultural professional environment.
