Job description

We are looking for a highly professional and skilled Compensation & Benefits Specialist. Are you  detail-oriented and analytical? Do you thrive in an international and future thinking organisation? If yes, ENTSO-E is the right place for you.

The Compensation & Benefits Specialist will play a key role in developing, implementing, maintaining, and managing our compensation and benefits programs. In this role, you will ensure alignment with our strategic goals while complying with legal regulations. You will oversee compensation and benefits projects from design to implementation, conduct benchmarking analysis, manage the administration of benefit plans, and ensure compliance with evolving regulations. Additionally, you will collaborate closely with the People, Talent & Culture team to integrate compensation strategies with broader HR policies.

You will work in the ENTSO-E Secretariat in Brussels and be part of the People, Talent & Culture section, reporting directly to the Compensation & Benefits Manager. The People, Talent & Culture section is comprised of 10 internal and external staff.

Your responsibilities

  • Oversee the compensation & benefit projects (from design until implementation) and ensure a strong stakeholder and change management during all the phasis of the project.
  • Prepare regular reports and presentations on workforce numbers and other compensation and benefits’ topics.
  • Develop, implement and maintain the compensation and benefits policies (salary bands, bonus, cafeteria plan, insurances and all other benefits) and procedures.
  • Oversee the cafeteria plan participation for all employees as well as the communication.
  • Ensure compliance with all relevant regulations when implementing compensation and benefits topics and address any compliance issues promptly. Stay updated on the any new legislation and ensure the implementation of it.
  • Communicate effectively with employees, managers and other stakeholders about compensation and benefits programs, policies, and practices.
  • Be responsible of the implementation, administration and maintenance of the rewards policy, ensuring that the entire organisation follows it.
  • Collaborate with the P,T& C team to ensure a coherence in terms of strategy between the HR policies and the practices done by the HR business partner, the recruitment, L&D, and well-being responsible. Share knowledge, experiences, best practices and align with your colleagues.
  • Manage the day-to-day administration of benefit plans in collaboration with brokers.
  • Continually evaluate current practices to find better ways of getting the job done, innovative ways to solve problems, and employ a hands-on approach.
  • Be in charge of the resource planning for the Secretariat and the TSO contribution.
  • Conduct detailed compensation and benefits analysis and make recommendation for the end-year review, resources management, HR budget.
  • Analyse and realise external and internal benchmarking to ensure that the Compensation and Benefit strategy is in line with the Association goal.
  • Serve as point of contact for employees on complex questions about compensation and benefits matters, inform and support employees’ awareness about the HR policies.
  • Be in charge of the Compensation and benefit communication channels: intranet of the People, Talent & Culture Section, Viva Engage post, emails.

Your profile

We are looking for someone with the following skills and abilities:

  • Bachelor’s degree in Human Resources, Finance, Economics, Tax or equivalent with at least 5 years’ experience in the field of Compensation & Benefits.
  • Experience with the Belgian labour market (benefits) is expected.
  • Strong and precise work ethic with the ability to focus on details and numbers in combination with good analytical skills
  • Excellent skills in Excel (pivot tables, VLOOKUP, Macro’s). Knowledge about Power BI is an asset.
  • Project Management skills and a strong sense of ownership are required.
  • Demonstrate a high level of integrity, earning trust through honesty with the ability to establish and maintain effective relationships.
  • Service oriented with commitment to delivering value at every opportunity.
  • Highly developed verbal and written communication skills in English and French and/or Dutch.

Job description

We are seeking a highly professional Data & Communication Specialist, with a passion for data-based storytelling and excellent visualisation skills, and an interest in the energy sector!

The Data & Communication Specialist is part of the Programme Management team who oversees the project coordination of ENTSO-E’s System Development studies, internal communications and external communication and stakeholder engagement. Studies within the scope of work include long-term planning studies (the Ten-Year Network Development Plan and its scenarios), as well as mid-term and seasonal adequacy studies (European Resource Adequacy Assessment and Seasonal Outlook).

As the Data & Communication Specialist, you will develop and deliver data-driven communication materials and visualisations that enhance understanding of System Development products. Furthermore, ensure effective project coordination, internal and external communication to support strategic goals and stakeholder engagement. In addition, you will take the lead on specific tasks and projects, provide support and actively contribute to various tasks of the team.

In this role, you will work full time in the System Development section, reporting directly to the System Development Programme Manager.

The position is based in the ENTSO-E Secretariat in Brussels. Travelling limited to 2-5 times per year (approximately 2 days each) may be required.

Your responsibilities

The tasks can evolve, depending on the priorities in the team and in the section. Key tasks and responsibilities will include:

  • Analyse large data sets and study outputs, pre-process data for automation, and create visualisations for internal and external use.
  • Collaborate with data management and study teams to identify opportunities for improved internal and external communication on System Development data and products.
  • Steer projects aiming at improving the communication, transparency and accessibility of ENTSO-E’s system development studies data, for example the conception and development of a data platform.
  • Coordinate with ENTSO-E communication specialists, policy experts and project editors to develop data-driven messages for reports, web pages, and communication material.
  • Contribute to ENTSO-E grid map development and support the drafting and reviewing of study communication materials for other projects.
  • Support the SD Committee’s Programme Manager, Head of Section, and other managers in the Section in information exchange, identify issues and suggest solutions.
  • Supporting internal communications within expert level groups at ENTSO-E
  • Preparing and moderating ENTSO-E meetings, incl. preparing agendas, session files, presentations, and decisions, drafting minutes, tracking actions and following up to closeout actions.

Your profile

We are seeking someone with the following skills and abilities:

  • Master level or equivalent by experience
  • 5-8 years of experience in communication or data visualisation.
  • Knowledge of at least one data visualisation tool. Mastery of PowerBi is considered a strong advantage.
  • Passion for data-based storytelling, compelling visualisations and interactive maps, with various experiences.
  • Experience or strong willingness to learn GIS based platforms for grid maps.
  • Experience in the energy sector, in a European association, or with a TSO all are strong assets.

Job description

We are looking for a driven professional with a strong background in economic frameworks and passion for the energy sector. Are you ready to interact at the highest level within an international and future thinking organisation? If yes, ENTSO-E is the right place for you. 

In this role, you will provide project management support to the Finance Advisory Group Task Force, which focuses on the financing options to fund the upcoming investments by the TSOs and developing recommendations. You will also ensure similar support to the EU Grids Legislative Initiatives Board Group and its several Task Forces under the different ENTSO-E bodies involved. Drawing on your expertise, you will facilitate TSO consensus, lead strategic discussions on the upcoming EU legislation, approve advocacy materials and ensure internal coordination.

As the Energy Economics Advisor, you will work at the ENTSO-E Secretariat in Brussels within the Business Planning section, reporting directly to the Strategic Planning Manager.

Your responsibilities

 Responsibilities may be subject to change depending on the evolution of priorities and projects. The following tasks and responsibilities are foreseen:

  • Coordinate and support the work of the EU Grids Legislative Initiatives Board Group and its Task Forces such as TEN-E, Risk preparedness, ACER regulation, Security, etc. Prepare agendas, minutes, presentation for the meetings. Lead the drafting of the advocacy materials;
  • Support the work of the Task Force under Finance Advisory Group including organising and facilitating Task Force meetings, ensuring effective collaboration among stakeholders, preparing agendas, and tracking action items to drive progress. Act as the point of contact, guiding discussions, and ensuring alignment with strategic goals.
  • Work with ITC operations and data administrators to complete settlements on time. Initiate and follow up on ITC audits, ensuring smooth TSO payments and compliance with regulatory requirements.
  • Ensure adequate reporting of the topics covered to the involved ENTSO-E bodies such as Board, Assembly, Committees including preparing executive briefings and presentations;
  • Interact with ACER, with the European Commission, and other stakeholders, including representing ENTSO-E position with regards to the EU Grids legislative initiatives;
  • Build close working relationships with other sections within the ENTSO-E Secretariat and association bodies;
  • Support to the day-to-day business of the Business Planning Section in relation to the functioning of the Board and its groups.

Your profile

We are looking for someone with the following skills and abilities:

  • University degree in Business, Economics or related field.
  • 3–5 years of relevant professional experience, ideally in the energy sector (experience with TSOs or electricity markets is a strong plus).
  • Exceptional communication skills for effective collaboration within the Secretariat, supporting committee members, building consensus, and clearly conveying the TSOs' work and positions to the Commission, regulators, stakeholders, politicians, and the public.
  • Solid understanding of economic frameworks, regulatory environments, and market mechanisms in the European energy sector.

  • Lead the design and implementation of the Talent management strategy (performance, promotion, career path, succession plan...) at ENTSO-E.
  • Develop the Talent Management reporting and presentations to help the executive management take the right decisions linked to the association strategy.

Job description

We are looking for a highly professional and skilled (Junior) ICT Networks Specialist, passionate about the European electricity market and the energy transition. Are you ready to interact at the highest level within an international and future thinking organisation? If yes, ENTSO-E is the right place for you.

You will work in the ENTSO-E Secretariat in Brussels in the ICT section, reporting directly to the Communication Networks (CN) Manager.

In this role, you will cooperate with ICT network experts, application owners, project managers or business contacts from our member TSOs all around Europe. With your background in the ICT Networks, you will provide essential support to ICT colleagues or business partners. You will also support colleagues or business partners without an IT background to understand topics related to the ICT Networks using non-technical language.

Therefore, strong communication skills enhanced with diplomatic essence and the ability to adapt your style to different audiences is of high importance for this role.

The role of the ICT Networks Specialist is not a hands-on role and is suitable for people with technical experience who are looking to transition into, or already working in, a project / ICT network coordinator or network service delivery role without direct technical involvement.

Your responsibilities

  • Coordinate internal and external network engineers to ensure that delivered solution meets requirements, specifications, timelines and business expectations.
  • Collaborate with applications’, business and ICT network experts’ teams within ENTSO-E or TSOs to discuss, understand and clarify requirements and develop implementation plan for the onboarding of a new service or amendments on the already existing services.
  • Organise and coordinate the onboarding process of new services on the network starting from the requirements collection to the new services activation and hand over to operations.
  • Produce and maintain up to date any technical and non-technical ICT network related documentation such us procedures, guidelines, design documents and any as built documentation is required to progress the activities in his/her area of responsibility.
  • Contribute to the preparation of procurement related documentation.
  • Organize feedback collection from all entities participating in the network and analyses/summarizes the received feedback as appropriate.
  • Participate in the regular weekly calls representing ENTSO-E CN team and provide updates on the activities in his/her responsibility.
  • Contribute to planning activities and provide expertise opinion to projects or solutions related to the ICT networks.

Your profile

We are looking for someone with the following skills and abilities:

  • University degree in information technology is expected.

General position description

The common Grid Model Business process requires a significant data exchange amongst all ENTSO-E members. The IT data exchange system is called the Operational Planning Data Exchange Platform [OPDE] and is fully in scope of the deliveries of the Common Grid Model Programme.

The successful candidate will have the opportunity to work in a hybrid model, allowing for a blend of remote and in-office work to support a good work-life balance. S/he will work within the OPDE Service Delivery team. S/he will be managing all security related activities for the software development and service coordination in scope of the OPDE. This role will expand in the future into further business areas with a long-term security impact beyond OPDE.

 

As owner of the OPDE, ENTSO-E is in charge of the software design, development and delivery as well as the overall coordination of the operation of the OPDE services. All parties involved in the data exchanges, including ENTSO-E as coordinator and software provider are bound to a set of security controls to ensure the overall information security of the data and systems.

Possible International travels within Europe (e.g., 1-2 days per month) will be required to meet the community.

Responsibilities and tasks

  • Maintain and continuously improve the OPDE specific security policies.
  • Ensure security integration into the Software Development Lifecycle (SSDLC) by collaborating with product owners to implement security best practices.
  • Lead and follow up on non-functional security testing (code scanning, penetration testing, threat modelling) and the yearly security auditing campaign, ensuring follow-up as part of the risk management process.

Profile

We are seeking 4 new interns to support the System Development section. We are offering a 6-month internship to motivated candidates with a background in one or more of the following fields:

  • Data engineering, machine learning, statistics, data science
  • Electricity systems (market and/or network modelling)
  • Energy engineering

As an intern in the System Development section, you will enhance and apply your knowledge while contributing to the implementation of the energy transition in Europe, especially though enhancement of data management systems, adequacy studies (Seasonal Outlooks, ERAA) and long-term studies (e.g. TYNDP).

Starting date: Flexible depending on the topic and university constraints.

Internship topics

Depending on your profile and interests, the internship can be tailored to various topics, including:

PyPSA Market Simulations

All Long-Term (LT) studies (ERAA, TYNDP but also Seasonal Outlooks) rely on market simulations. These are performed using Plexos, Antares, Bid3, Grare… Some of these tools are available off-the-shelf, others have been developed for TSOs. Some of these tools are relatively expensive, which can lead to limitations when a high number of licenses is needed to cope with challenges in the studies.

PyPSA is an open-source solution similar to the tools listed above. Open Energy Transition is a start-up aiming at promoting and facilitating the use of PyPSA to speed-up the energy transition. ENTSO-E is curious about PyPSA, i.e. how it compares in terms of computational performances and results with current solution. ENTSO-E is willing to host one or more interns to kick-off some investigations that will mainly focus on using PyPSA.

During the internship, the selected candidate will develop PyPSA models to replicate what is done for the studies. This will require understanding ENTSO-E models, the modelling capabilities of PyPSA and manipulating data to generate compatible models. For example, the modelling of Electric Vehicle charging, which is having a bigger and bigger impact on electricity demand, needs to be further investigated.

Market aspects for System Development studies are managed through an Expert Team (ET Market) made up of TSO representatives and ENTSO-E staff. This ET oversees multiple market aspects such as the feasibility of a standard for market data, the industrialization of a flow-based methodology for long-term study. The selected candidate will have the opportunity to collaborate with this ET during the internship. Typical tasks to be carried out:

  • Learn how to use Plexos (from configuring inputs to consolidating results), and possibly other tools used internally by some TSOs.
  • Implement ENTSO-E models in PyPSA (from configuring inputs to consolidating results).
  • Perform simulations to benchmark tools, develop KPIs, etc.

Pan-European Market Modelling Database (PEMMDB)

The System Modelling Team have developed an application called the Pan-European Market Modelling Database, or PEMMDB App for short, in conjunction with a third-party supplier. The application collects and validates the data used in all System Development publications.

The application uses the Resource Description Framework (RDF) to store, validate and export data. We plan to continue to develop the application over the coming months and years, such that it can be used for more data collections. The use of RDF makes the application extremely flexible and will allow for future enhancements, integration, and developments.

During the internship, the selected candidate will apply data science and data analysis techniques to develop tools that interface with the PEMMDB App. Specifically, the tools should make the process of modifying and assessing the quality of the data model. Typical tasks to be carried out:

  • Creation and development of new tools for interacting with and analysing large, complex datasets.
  • Support the integration of the PEMMDB App with other System Development tools by working with other teams and third-party developers.
  • Enhancement of data modelling practices by investigating additional functionalities of tools such as Protégé and the feasibility of using new tools such as TopBraid or Enterprise Architect.
  • Automation of workflows related to modifying the data model, running validations, testing updates, extracting data and comparing the datasets of previous data collections.
  • Testing the feasibility of CI/CD pipelines and test-driven development on new and existing tools.

Output Data processing for adequacy assessment

European Resource Adequacy Assessment embraces a tremendous amount of data for modelling at hourly granularity the whole European electricity system. After calculation in the market modelling tool, the results need to be processed and analysed. This data chain and analysis is the object of the internship. Typical tasks to be carried out:

  • Support automation of processing of large EU-wide data related to market studies outcomes
  • Contribute to automate the ETL/ELT process of data retrieving, validation, and transformation  
  • Collaborate with a team of 2-3 other data experts to solve challenges and improve efficiency.

Economic Viability Assessment

The intern will support the Adequacy team of ENTSO-E in the economic viability assessment (EVA). ERAA methodology prescribes the possibility to do EVA by the direct difference between cost and revenues of generating units. The general idea is to iteratively run an Economic Dispatch (ED) model, extract the zonal price outputs, and to use them as a mean to compute revenues of the different capacities. Once the EVA decisions have been taken, the ED model is modified accordingly, and the model is re-run. The recording and passing the data between each step, to other parts of ERAA, and also visualisations needed requires data analytics as the main focus of this internship. The intern may also, depending on the workload and competencies, support the adequacy team in other aspects of ERAA project such as flow-based or curtailment sharing.

Your profile

  • Full-time student in energy engineering, economics, data science or mathematics, with an interest in statistics and machine learning techniques.
  • Experience with complex datasets using Python.
  • An understanding of (or interest in learning about) graph databases and the Resource Description Framework.
  • Experience or strong interest with PyPSA is required for the internship topic on PyPSA Market Simulations.
  • Fluent in English, including excellent writing and presentation skills.
  • Strong motivation to work in a multi-cultural environment and to contribute to the European Energy Union.

As the Legal Advisor IT & Data Protection, you will provide essential legal support across various areas, ensuring compliance with EU regulations and safeguarding data protection standards. You will also be responsible for managing commercial contracts, mitigating legal risks, ensuring regulatory compliance, and contributing to the development of internal policies that enable smooth project execution.

You will work in the ENTSO-E Secretariat in Brussels in the Legal Services section, reporting directly to the Legal Manager Data, IT, Contracts Manager.

Your responsibilities

Responsibilities may be subject to change depending on the evolution of priorities and projects. The key responsibilities are:

  • Provide legal advice and contribute to the mitigation of legal risks in areas such as data protection, IT, intellectual property, and cybersecurity.
  • Provide ad-hoc support to the existing privacy (GDPR) compliance program by evaluating and improving the ongoing data protection and privacy practices, updating and revising privacy notices, maintaining the records of processing activities, conducting DPIAs, managing data breaches, responding to data subject requests providing other support on data privacy matters.
  • Conduct legal research to inform strategic decision-making and ensure compliance with regulations.
  • Draft and review commercial contracts, negotiate with service providers, and manage Terms of Use and license agreements for applications and IT services operated by the Association.
  • Provide legal support to the development, implementation, monitoring and amendment of the EU regulations, in particular the EU Regulation 2024/1366 (the Network Code Cyber Security) and its implementing documents.
  • Coordinate work among the Legal and Regulatory Group to support key organisational decisions.
  • Deliver internal training on contract law, data protection, and confidentiality while maintaining and improving internal guidelines and policies.
  • Collaborate with various Secretariat sections to ensure legal support aligns with broader organisational goals.
  • Represent legal interests in meetings with the European Commission and ACER to ensure ENTSO-E’s interests are well-represented.

 

Your profile

We are looking for someone with the following skills and abilities:

  • Master’s degree in law, preferably with an LL.M or demonstrable experience in European/International Business Law or IT/Technology Law.
  • At least 3-5 years of law-firm or in-house experience, preferably in an international & multi-disciplinary setting.
  • Demonstrable experience in reviewing and negotiating commercial contracts, preferably with specific knowledge and experience in IT/IP Contracts and IT Outsourcing Projects (e.g. Software Development, SLAs, Licensing, SaaS, Data Processing Agreements, IT Consultancy, NDAs etc.).
  • Knowledge of Contract Lifecycle Management (CLM) process, with preferable experience in using CLM / e-signature software.
  • Strong writing and oral communication skills in English, with ability to engage and discuss legal requirements and documentation with non-legal colleagues.
  • Proactive and result oriented attitude, with ability to simultaneously manage and deliver multiple projects in a time-sensitive environment.
  • High level of attention to the proper handling of confidential information.
  • CIPP / ECPC (or comparable) certification or relevant demonstrable experience in handling European Data Protection matters (e.g. GDPR, e-Privacy Directive) is considered as a plus.
  • Previous experience with European (public) procurement procedures is considered as a plus.
  • Experience with Intellectual Property Law, particularly with Open-Source Licensing, copyright matters (software), and database rights is considered as a plus.

You will work in the ENTSO-E Secretariat in Brussels in the Corporate Services section and will be reporting directly to the Head of Section of Corporate Services.

Your responsibilities

We are looking for a highly professional and skilled Solution Architect Expert focusing on pan-European IT systems to enable the coordination of Transmission System Operators. Are you passionate about the European electricity system and the energy transition? If yes, ENTSO-E is the right place for you.

You will work in the ENTSO-E Secretariat in Brussels, within the Architecture Office of the ICT Section, reporting to the ICT Architectures Manager. The ICT section is comprised of around 40 internal staff.

As a Solution Architect Expert, you will play an essential role in designing and implementing scalable and efficient solutions to meet the organization's business needs. You will collaborate with cross-functional teams, to deliver technical solutions. This role involves a good understanding of both business and technology, requiring the ability to translate business requirements into technical solutions.

You will cooperate with ENTSO-E Secretariat’s staff across different sections: ICT, System Operation, System Development and European Electricity Market. You provide the necessary support to some key European ICT projects including Common Grid Model Operational Planning Data Environment (CGM OPDE) IT architecture design implementation. Within the Architecture Office Team, you will collaborate closely with the Architecture Technical Lead as well as Enterprise Architect specialist & other Solution Architects.

Your responsibilities

  • Design IT solutions such as Pan-European Data Exchange Platform (OPDE), CGMES (Common Grid Model Exchange Standard) open-source Validation Tool, Data Publication Platform (TP), Master Data Repository that meet the functional and non-functional requirements.
  • Ensure the proposed solution is in line with the existing reference architecture, policies and standards.
  • Assess and select appropriate technologies and platforms in line with the ENTSO-E reference architecture and industry best practices.

  • At least 10-15 years of relevant work experience as Solution Architect or related roles, preferably in TSO/Utilities/Infra business or in related industries.
  • Strong knowledge in Cloud Technologies (container schedulers, logging, monitoring, authentication, messaging, data exchange and object storage solutions).
  • Strong experience with industry standards and best practices in Electricity Transmission System Operator business, applying information security, risk management, and high availability concepts in IT projects.
