General position description

The successful candidate will work in the ENTSO-E Secretariat in Brussels, comprising about 9 permanent staff (Legal Managers and Legal Advisors) and led by ENTSO-E Head of Legal Section.

He or she will be part of the Legal System Operations and Development Team within the Legal Section, reporting to the Legal System Operations and Development Manager, working also with staff of the other Sections, as well as the Legal and Regulatory Group’s (LRG) members. The LRG comprises lawyers from the TSOs members and its main objective to ensure high legal and regulatory quality and consistency in all ENTSO-E activities.

Specific responsibilities and tasks

The successful applicant is expected to:

provide legal support for the interpretation of the Clean Energy Package, including advising on the Regulation on the internal market for electricity and on the Directive on common rules for the internal market for electricity as well as on the Regulation establishing a European Union Agency for the Cooperation of Energy Regulators (ACER);
provide legal advice on the implementation of the Clean Energy Package, with focus on the system development matters, and specifically Ten-Year Network Development Plan (TYNDP), European Resource Adequacy Assessment (ERAA), Summer and Winter Outlook, etc.;
provide legal support to the implementation, monitoring and amendment of the Network Codes and Guidelines, as well as drafting of the Network Codes and Guidelines ‘terms and conditions or methodologies’;
conduct legal research on an ad-hoc basis, producing legal analysis and legal memos, which include coordinating LRG members work;
draft and manage contracts and complex multi-lateral agreements between three or more organizations, such as ENTSO-E’s members;
contribute to the preparation of the written material and providing presentation for the ENTSO-E LRG, ENTSO-E Board and ENTSO-E Assembly meetings; and
support the ENTSO-E System Development Committee and its project teams on other legal matters such as advising on the drafting of service providers’ contract.

The above tasks include transversal interaction with the work of other Secretariat Sections; cooperation with the members of the LRG; project management; participation in meetings with the European Commission and ACER.

Specific responsibilities may vary over time.

Profile

University degree in Law with specialization in European Law, including preferably specialisation in Energy Law.
Between 3 to 5 years of relevant experience for Legal Advisor and 5 to 8 years for Senior Legal Advisor (in law firm or in-house) on the above subject matters.
Experience in the energy sector, particularly in a TSO or electric utility, as well as experience in EU institutions or EU associations, would be considered an asset.
Excellent writing and presentation skills in English.
Ability to plan and organise, to manage multiple projects and to establish priorities.
Team player, result-oriented and able to work autonomously.
Ability to communicate effectively with colleagues and external stakeholders.

General position description

Maintaining and improving the interconnected power system operational security is a main task for the Transmission System Operators (TSO), members of ENTSO-E. This is facilitated by setting an adequate operational legislative framework at European level. The European energy legislation establishes 8 Network Codes and Guidelines which mandate all TSOs, Regional Coordination Centres (RCC) and ENTSO-E to deliver a variety of services, terms, conditions and methodologies.

Within ENTSO-E, the System Operation Committee (SOC) has established the Steering Group Operational Frameworks (StG OF), which oversees the development, implementation and monitoring of the network codes, guidelines, methodologies, and tasks relevant to system operation (link). The StG OF also ensures sustainable development and change management of this framework according to the needs of operational security, security of supply, TSOs and grid users. When performing these tasks, the StG OF involves relevant internal and external stakeholders such as other ENTSO-E Committees, ACER, the European Commission, energy market participants as well as the EU DSO Entity.

In this context, ENTSO-E is looking for an advisor to support and coordinate the StG OF as well as several working groups and projects reporting to StG OF. A key dimension of the role is to lead the implementation of the System Operation Guidelines and the Network Code on Emergency & Restoration, including related transparency and reporting requirements, and support the amendment process of these regulation where relevant.

Project management of multiple interlinked projects will be a key part of the role as well as a strong coordination with the relevant members and colleagues within the secretariat who are responsible for related projects.

The successful candidate will work full time at ENTSO-E offices in Brussels and will be required to be based in Belgium, where a hybrid working environment will be offered. The role will report to the Manager of the Flexibility team in the Operations section. Limited travelling may be required.

Responsibilities and tasks

Key tasks/responsibilities might evolve over time, but will at least include:

Coordinate and support the StG OF and several working groups in the field of system operation, the convener and members with expert advice on the deliverables and functional organisation of the meetings. This includes tasks such as preparing meeting agendas and minutes, facilitating discussions and exchanges between the TSO members, follow-up of actions and decisions, establishing links between several groups and projects, supporting members to access and use the collaborative platform
Lead the implementation of the System Operation Guidelines (SO GL) and related methodologies, including support to associated Task Forces or Project Team
Lead the implementation of the Network Code Emergency & Restoration (NC ER) and related methodologies, including support to associated Expert Team
Coordinate monitoring activities associated with transparency requirements from SO GL and NC ER, including participation and reporting to relevant groups and stakeholders, and the maintenance of an active library about the national implementation of SO GL and NC ER
Manage relations with external stakeholders on system operation topics, in particular with ACER and the European Commission, as well as with other stakeholders, e.g. via the System Operation European Stakeholders Committee
Report regularly about the status of work and challenges towards the higher ENTSO-E structures and the management of the Operations section, throughout dashboards, notes, spreadsheets or other relevant documents.
Support the drafting and implementation of ENTSO-E Annual Work Programme.
Develop close working relationships with other sections in the ENTSO-E secretariat and other bodies of the association where relevant.

Profile

University degree in electrical engineering, economics, business management or other relevant fields
Proven experience in the management or support of multiple projects in a multi-stakeholder environment, preferably in the electricity sector
Good knowledge in the regulatory environment and the functioning of power system operation, electricity markets and economics
Strong organisation and coordination skills working across multiple groups and disciplines, and used to work on multiple simultaneous assignments

Is the first point of contact for internal and external audit queries;
Prepare and publish the Annual Accounts;

Profile

For the ICT Support department:

Provide onsite and remote support

Escalade to Level 2 or Level 3 experts if necessary and do the follow up with the customer

Profile

Responsibilities and tasks

The successful candidate’s tasks/responsibilities will include:

· Support ENTSO-E project teams implementing the legal mandates assigned to ENTSO-E by the Electricity Balancing Regulation, Electricity Regulation 2019/943 or by the other market network codes.

· Support for the Ancillary Services Working Group for tasks relating to implementation of the Electricity Balancing Regulation.

· Support monitoring tasks and reports development mandated by Electricity Balancing Regulation and respective methodologies.

· Interact with European regulators and ACER, with the European Commission and with other stakeholders, including the organisation and participation to bilateral meetings, workshops and conferences, as well as other regular reporting via internet, extranet and newsletters.

· Contribute to the preparation of the Market Committee meetings, in cooperation with the other staff of the market section, incl. preparing agendas, session files, presentations, decisions and draft minutes.

· Support to the day-to-day business of the Market Section in relation to the functioning of the Market Committee and its working groups, project teams.

Profile

• Post-graduate degree in information technology, economics, electrical engineering or a related field

• At least 3 years of relevant work experience, preferably in the TSO business, energy regulators, or electric utilities, additional work experience will be valued.

• Proven expertise in the energy sector preferably in European electricity markets and regulatory framework, e.g. ancillary services, balancing, market design, renewable energy integration, congestion management, capacity calculation, forward, day-ahead and intraday markets.

• Excellent skills and a strong interest in communication, for cooperating within the Secretariat, for supporting members in the Committees and facilitating consensus, and for explaining to Commission and regulators, stakeholders, politicians and the public the work products and positions of the TSOs.

• Excellent writing and presentation skills in English.

• Ability to plan and organise, to manage multiple projects and to establish priorities.

• Team player, result-oriented and able to work autonomously.

• Ability to communicate effectively with colleagues and external stakeholders.

About the grid model in ENTSO-E

As part of its legal mandate, ENTSO-E is developing process to build a pan-European grid model, which is the cornerstone for the development of pan-European and regional electricity grid processes.

Merging the grid models from European TSOs require a very high level of interoperability. ENTSO-E selected the IEC Common Information Model (CIM) standard to enable necessary data exchanges for regional and pan-European grid development studies, operational grid scenarios, and for other processes related to network codes. ENTSO-E is also developing quality rules and test models related to the CIM.

The power system data specialist we are seeking will contribute to the enhancement of the data quality to the highest standard.

General position description

The successful candidate will work full time at ENTSO-E offices in Brussels and will be required to be based in Belgium, where a hybrid working environment will be offered. He/she will work within the digital section, reporting to the Architectures & Standardisation manager.

Occasional travel may be required.
He/she is responsible for the product management, development and maintenance of the test models and the artefacts for the quality rules for European electricity grid data exchange standards.
He/she is responsible for the cross-project governance of the artefacts and tools related to validation of the data.
He/she is interacting with strategic pan-European and regional projects (Common Grid Model building, Coordinated Security Analysis, etc.), both on business side and implementation side.
He/she is reporting to the ENTSO-E Common Information Model Working Group on his/her matter of expertise.
He/she is involved in any topics with the aim to enhance data quality (Data exchange standardisation conformity assessment, data modelling, etc.).

Responsibilities and tasks

Specific responsibilities may change over time. Current tasks under the Digital Section:

Support the group of experts for the Common Grid Model data exchange standard
Ensure the test models and the artefacts (Ecore, OCL, SHACL, etc.) for CGM building process and for other RCC services are kept aligned with the specifications.
Ensure a smooth vendor, contract, and release management of the tool enabling the validation of the data quality (including the quality rules updates).
Engage in successful development, site, and acceptance testing of the tool within the organisation and other relevant departments.
Timely delivery of the quality rules and test models for validating grid models to the CGM OPDE (Common Grid Model - Operational planning Data environment).
Coordination with different groups in ENTSO-E to ensure good understanding between business, standardisation experts and implementation projects.
Pro-actively and constructively challenge business requirements.
Ensure there is a clear and well-functioning cross-project governance of the artefacts and tools related to data validation.
Support with interoperability tests to increase data quality

Profile

University degree in power system engineering, IT or a related field.
At least 3 years’ relevant work experience in TSO business or electricity utilities.
Prior successful experience dealing with electricity/ transmission grid model data, data quality, data validation.
Excellent writing and oral communication skills in English.
Strong influence and negotiation skills, consensus oriented, proactivity.
Strong organization and planning skills, analytical skills, structured problem solving, attention to details.
Ability to work independently and in team setting with competing deadlines.
