ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development and electricity market activities of the 40 electricity transmission system operators (TSOs) which cover 36 countries. The ENTSO-E Secretariat in Brussels is focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders.

Job description
You will work in the ENTSO-E Secretariat in Brussels in the Corporate Services section and will be reporting directly to the Head of Section of Corporate Services.
You will have the overall responsibility to lead the design and delivery of ENTSO-E’s procurement activity as well to act as a trusted advisor to the Secretariat and its Members in the design and delivery of best practice procurement processes that respond to operational needs and comply with ENTSO-E’s Procurement Policy.
You will be leading a small team consisting of one Procurement Specialist.
Your responsibilities
- Provide advice and guidance to ENTSO-E Secretariat staff and Members on the interpretation and implementation of ENTSO-E’s Procurement Policy & Procedures;
- Develop relevant instruments and systems for the sound, efficient and economic delivery of ENTSO-E’s procurement actions;
- Review and approve procurement plans, evaluation reports, and negotiation & contract award recommendations;
- Maintain and improve ENTSO-E Procurement Policy and Procedures (for the review and approval of the Head of Corporate Services);
- Develop procurement strategies in cooperation with Finance and other key sections that deliver commercially and operationally optimal outcomes for ENTSO-E;
- Conduct commercial contract negotiations with the full range of ENTSO-E‘s suppliers;
- As required, address problematic situations where disputes could escalate and tackle complaints or potential complaints from suppliers;
- Develop and maintain effective working relationships with key internal clients at the Secretariat by encouraging a collaborative culture that aligns the objectives of the procurement function with those of its key users at the Secretariat;
- Lead relevant training for Secretariat staff with respect to ENTSO-E’s Procurement Policy and Procedures;
- Represent the procurement function, providing professional procurement input, advice, and solutions to Procurement governance bodies (Procurement Community, Management and Executive);
- Lead the yearly procurement planning exercise and establish/improve the tools with the goal to have the most accurate forward-looking view on an annual basis, including the identification of any instances which require the application of EU Public Procurement;
- Manage any outsourcing arrangement in place for the operation of EU public Procurement processes.
Your profile
We are looking for someone with the following skills and abilities:
- University Master degree preferably in business administration, commerce, engineering, or other relevant discipline;
- Substantial professional experience (5-10 years) in procurement function design and delivery;
- Good expertise in purchasing of professional services and IT categories in terms of dynamics, markets, innovation requirements and growth opportunities;
- Recognized qualification in purchasing / procurement or equivalent expertise;
- First experience in people management;
- Change management skills;
- Project management capabilities;
- Good knowledge of procurement approaches, techniques and best practices;
- Strong influencing skills with particular reference to internal clients;
- Experience of responding effectively to the needs of internal clients using innovative approaches to coordinate potentially conflicting objectives;
- Clear understanding of good corporate governance and issues of segregation of duties;
- Problem solver with good personal and business judgment;
- Excellent communication, negotiation and interpersonal skills;
- Excellent English language skills, both oral and written;
- Motivation to work within a multinational and multicultural professional environment;
- Knowledge of EU public tendering rules is a plus.
