Job description

We are looking for a highly professional and skilled (Junior) Service Delivery Specialist, passionate about the European electricity market and the energy transition? Are you ready to interact at the highest level within an international and future thinking organisation? If yes, ENTSO-E is the right place for you.

You will work in the ENTSO-E Secretariat in Brussels in the ICT section, reporting directly to the Communication Networks (CN) Manager.

In this role, you will cooperate with ICT network experts, application owners, project managers or business contacts from our member TSOs all around Europe. With your background in ICT networks, you will provide essential support to ICT colleagues or business partners. You will also support colleagues or business partners without an IT background to understand topics related to the Communication Networks using non-technical language. Therefore, strong communication skills enhanced with diplomatic essence and the ability to adapt your style to different audiences is of high importance for this role.

The role of the ICT Networks Specialist is not a hands-on role and is suitable for people with adequate technical experience who are looking to transition into, or already working in, a project / network coordinator or network service delivery role without direct technical involvement.

You will have the opportunity to work in a hybrid model, allowing for a blend of remote and in-office work to support a good work-life balance. Travels to participate in meetings or workshops of 1-2 days per month may be required.

Your responsibilities

You will contribute to the Association work mainly in the areas of ICT Networks and especially the Pan-European Physical Communication Network (PCN) that connects most of the ENTSO-E’s members. Responsibilities may be subject to change depending on the evolution of priorities and projects. The following responsibilities and tasks are foreseen:

Coordinate the resolution of complex technical issues and follows up until resolution is confirmed.
Coordinate internal and external network engineers to ensure that delivered solution meets requirements, specifications, timelines and business expectations.
Collaborate with applications’, business and IT communication network experts’ teams within ENTSO-E or TSOs to discuss, understand and clarify requirements and develop implementation plan for the onboarding of a new service or amendments on the already existing services.
Organise and coordinate the onboarding process of new services on the network starting from the requirements collection to the new services activation and hand over to operations.
Produce and maintain up to date any technical and non-technical network related documentation such us procedures, guidelines, design documents and any as built documentation is required to progress the activities in his/her area of responsibility.
Contribute to the preparation of procurement related documentation.
Organize feedback collection from all entities participating in the network and analyses/summarizes the received feedback as appropriate.
Participate in the regular weekly calls representing ENTSO-E CN team and provide updates on the activities in his/her responsibility.
Contribute to planning activities and provide expertise opinion to projects or solutions related to the communication networks.
Contribute to the reporting related to the network activities and projects requested by different ENTSO-E bodies and groups.
Report and work closely with the ENTSO-E’s Communication Networks Services Manager to ensure alignment on the ongoing activities.

Your profile

We are looking for someone with the following skills and abilities:

University degree in information technology is expected.
Experience in the ICT networks/infrastructure area and/or experience working closely with telecom Service Providers troubleshooting issues on international links provided by multiple service providers.
Any Cisco certification is a plus.
Good understanding of IT Service Management processes (incident, change management, etc.)
Experience in working with local and remote teams.
Excellent writing and oral communication skills in English with ability to deal with large groups of stakeholders, actively listen, negotiate, influence, resolve conflicts, build trust and consensus.
Motivation and ability to work in a dynamic and multi-cultural environment.
Committed with ability to work across multiple projects and against tight deadlines.
Experience working in one of the ENTSO-E TSO members, or with large groups of stakeholders is a plus.

Job description

We are seeking a highly skilled and motivated Data Architect Lead to take charge of the data domain in ENTSO-E.

As the Data Architect Lead, you will play a key role in shaping our data strategy, proposing guidelines, driving improvements, and ensuring high data quality standards. You will work closely with staff across all sections of the ENTSO-E Secretariat, advising, supporting and managing various data related projects. By analysing and organising data, you will help the business retrieve and utilize critical information efficiently.

In this role, you are in charge of designing, implementing, and managing our organisation’s data architecture. You define how data is stored, consumed, integrated, and managed across various data entities, IT systems, and applications using or processing data in some way.

This position also involves collaboration with external vendors, where you will review and challenge proposals to ensure alignment with our defined data strategy. Leading a team of 2-4 data consultants, you will inspire and guide them in achieving key objectives.

The Data Architect Lead is a full-time position based in Brussels within the ICT section. Reporting directly to the Architectures Manager, you will join the Architectures team, which focuses on Architectures, Data, and Interoperability.

Responsibilities

The Data Architect Lead will contribute to the Association work mainly in the areas of data.  Responsibilities may be subject to change depending on the evolution of priorities and projects. Key tasks and responsibilities will include:

Leading data domain including leading the team and overseeing day-to-day operations.

Manage and plan the various data projects in ENTSO-E.

Ensure the business sections have sufficient support related to data.

Perform business/functional analysis and manage vendors to build, develop or improve systems.

Oversee design, implementation and maintenance of effective ETL flows, database models, data migration and data visualisations.

Processing confidential data and information according to guidelines.

Preparing strategy for technological evolution related to data.

Measure the quality delivered by vendors and suppliers.

Profile

The Data Architect Lead requires the following skills and abilities:

University degree in computer sciences, IT engineering or data engineering.

Proven work experience as a Data team lead, Data Architect Lead, Data project manager or similar role (minimum 7 years in a similar role).

Must have solid project management and organizational skills.

Strong knowledge and hands-on experience in databases (e.g. MS SQL, MySQL, PostgreSQL), ETL tools (Talend or similar) and familiarity with visual analytics tools (Tableau or similar).

Experience in gathering and analysing system requirements.

Strong analytical skills, able to think strategically.

Problem-solving attitude, having a good view on the consequences if some risks are not mitigated (and able to explain it to the business).

Experience in working in an Agile environment.

In this role, you will play an important role in the implementation of the Capacity Allocation and Congestion Management (CACM) and Forward Capacity Allocation (FCA) guidelines. Coordinate and support the Capacity Calculation Regions (CCR) in their implementation of the requirements in the market guidelines, in particular those related to flow-based capacity calculation;
Monitor and report on pan-European and regional implementation projects where ENTSO-E has an observer role;
Interact with European regulators and their agency ACER, with the European Commission, and other stakeholders, including providing information about market and implementation of requirements in the market guidelines;
Contribute to the preparation of the Market Committee meetings, in cooperation with the other staff of the Market & Operations section, (e.g., preparing agendas, session files, presentations, decisions and draft minutes);
Support to the day-to-day business of the Market & Operations Section in relation to the functioning of the Market Committee and its working groups, project teams.

Your profile

Post-graduate degree in information technology, economics, electrical engineering or a related field
At least 5 years relevant work experience, preferably in the TSO business
Proven expertise in the energy sector preferably in European electricity market integration issues, e.g., market design, integration of financial and physical power markets, transparency, congestion management, balancing mechanisms, renewable energy integration.
Knowledge on flow-based capacity calculation will be highly considered.
Expertise in mathamatical optimisation is considered an asset.
Exceptional communication skills for effective collaboration within the Secretariat, supporting committee members, building consensus, and clearly conveying the TSOs' work and positions to the Commission, regulators, stakeholders, politicians, and the public.

Job description

You will work in the ENTSO-E Secretariat in Brussels in the Corporate Services section and will be reporting directly to the Head of Section of Corporate Services.

You will have the overall responsibility to lead the design and delivery of ENTSO-E’s procurement activity as well to act as a trusted advisor to the Secretariat and its Members in the design and delivery of best practice procurement processes that respond to operational needs and comply with ENTSO-E’s Procurement Policy.

You will be leading a small team consisting of one Procurement Specialist.

Your responsibilities

Provide advice and guidance to ENTSO-E Secretariat staff and Members on the interpretation and implementation of ENTSO-E’s Procurement Policy & Procedures;
Develop relevant instruments and systems for the sound, efficient and economic delivery of ENTSO-E’s procurement actions;
Review and approve procurement plans, evaluation reports, and negotiation & contract award recommendations;
Maintain and improve ENTSO-E Procurement Policy and Procedures (for the review and approval of the Head of Corporate Services);
Develop procurement strategies in cooperation with Finance and other key sections that deliver commercially and operationally optimal outcomes for ENTSO-E;
Conduct commercial contract negotiations with the full range of ENTSO-E‘s suppliers;
As required, address problematic situations where disputes could escalate and tackle complaints or potential complaints from suppliers;
Develop and maintain effective working relationships with key internal clients at the Secretariat by encouraging a collaborative culture that aligns the objectives of the procurement function with those of its key users at the Secretariat;
Lead relevant training for Secretariat staff with respect to ENTSO-E’s Procurement Policy and Procedures;
Represent the procurement function, providing professional procurement input, advice, and solutions to Procurement governance bodies (Procurement Community, Management and Executive);
Lead the yearly procurement planning exercise and establish/improve the tools with the goal to have the most accurate forward-looking view on an annual basis, including the identification of any instances which require the application of EU Public Procurement;

Job description

The System Development Analyst works full time in the ENTSO-E Secretariat in Brussels in the SD section, reporting directly to one of the System Development managers. There are 3 open positions in the section, one with a focus on system modelling, one on adequacy and one on long-term planning.

The System Modelling team oversees data collections for Seasonal Outlooks, European Resource Adequacy Assessment, Ten-Year Network Development Plan, and the Grid Map. The team oversees the quality and consistency of data, which plays a critical role for studies, and liaise with TSOs to gather the data. This includes managing tools and platforms defining how data are collected to provide the required models and supporting users from a technical perspective.

The Long-Term Planning team oversees the preparation and development of the Ten-Year Network Development Plan (TYNDP) package, including development of Scenarios, System Needs study, Offshore Network Development Plan (ONDP), Cost-Benefit Analysis and other supporting studies covering timeframes from 5 years ahead to around 30 years ahead.

The Adequacy team oversees preparation of adequacy assessments, covering time frames from several months ahead (Seasonal Outlooks) to several years ahead (European Resource Adequacy Assessment-ERAA). The team handles complex and agile workstreams, suggesting simplifications and other approaches to be used by downstream projects.

All activities of these 3 teams strongly interface with each other through the projects of the System Development section.

The role is based in ENTSO-E’s office in Brussels. Travelling limited to 2-5 times per year (approximately 2 days each) may be required.

Your responsibilities

The System Modelling / Adequacy / Long-Term Planning Analysts contribute to the Association work mainly by supporting studies, some with a stronger focus on data collection and preparation, others on the studies themselves to support the development and the implementation of new methodologies, i.e. the modelling of various aspects in the market/grid long-term simulations.

As Analyst, you can expect guidance from other team members to perform his/her tasks. The Analyst is expected to provide support and actively contribute to various tasks of the team. You can also be asked to take the lead on some specific aspects/projects. The tasks can evolve, depending on the priorities in the teams and in the section.

Responsibilities may be subject to change depending on the evolution of priorities and projects. Key tasks and responsibilities will include:

Providing technical support and key inputs to data collections or projects
Contributing to the preparation of data collections whether by configuring the tools or improving the documentation explaining what is expected from data correspondents (TSOs)
Supporting the development of methodologies such as Economic Viability Assessment, Cost-Benefit Analysis and Multi-Sectorial integration
Supporting innovation to improve tools and/or modelling approaches to achieve higher quality and improve efficiency
Proactively looking for opportunities to improve communication, processes, and models, under guidance from more senior colleagues
Drafting technical documentation and reports
Supporting the quality assurance / quality control process to assess the plausibility of datasets, which requires to develop metrics and visuals, using state-of-the-art data analytic techniques and sound understanding of what studies are modelling
Supporting internal communications with Steering Groups, Regional Groups and/or other expert level groups at ENTSO-E
Preparing and moderating ENTSO-E meetings, incl. preparing agendas, session files, presentations, and decisions, drafting minutes, tracking actions and following up to closeout actions.

Your profile

The System Development Analyst requires the following skills and abilities:

University degree, preferably in electrical engineering or energy engineering.
1-3 years of experience, in the electricity sector is an asset.
Good knowledge of the energy sector. Good understanding of European energy landscape from a technical, regulatory, policy and market perspective.
Experience in scripting with Python is an asset in the 3 teams as our software landscape is made of a blend of industrial tools and scripts.
Strong project management skills - proven ability to plan, organise and establish priorities. Taking initiative, showing vision, and delivering.
Good understanding of modelling, ideally applied to electricity market. Experience in optimisation models for large scale power system studies is a plus.
Comfortable to get familiar with complex technical studies and able to see the helicopter view and interdependencies between projects, as well communicate on key benefits and risk mitigation actions to senior decision makers and external stakeholders. Experience in working with complex datasets and automated quality checks is a plus.
Team player with ability to self-prioritise and adapt to new priorities.
Fast learner and able to adapt easily to a continuously changing work environment. Eager to take coordination initiative and facilitate consensus.
Excellent writing and oral communication skills in English
Ability to work independently and team setting with competing deadlines.
